We are excited to kick off our 2021 Monthly Chapter Meetings with two amazing guests as we discuss cannabis equity!


We will hear from the following community members:

Emily Wier ( She/Her/Hers ) 

Policy Advisor

Emily is a passionate champion of environmental sustainability. She has nearly a decade of environment and energy policy experience. She notably served in the Obama Administration's Office of Energy and Climate Change, where she advised on electric vehicle and renewable energy policy, and was also a fellow with the San Diego Leadership Alliance. She received her master’s degree in Environmental Management from Yale.

Andrea St. Julian


Andrea St. Julian is an attorney whose thirty-year practice focuses on federal and state appeals. She is certified by the California Board of Legal Specialization as an appellate specialist and is the author of a range of articles found in various legal publications. Andrea’s social justice interests have led her practice to include pro bono matters such as the civil rights action of Albino v. Baca, 747 F.3d 1162 (9th Cir.2014) (en banc)and the Republic of the Marshall Islands v. United States, 865 F.3d 1187 (2017), an action arising from the U.S.'s breach of its obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons.

As a board member of The Earl B. Gilliam Bar Association and the ACLU,San Diego and Imperial Counties, Andrea is active in the community, and works with organizations such as the Coalition for Police Accountability and Transparency (CPAT). Members of the CPAT coalition include the ACLU, MidCity CAN, the Center on Policy Initiatives (CPI), Alliance San Diego, The Center, the Earl B. Gilliam Bar Association, La Raza Bar Association, as well as many others. Andrea is co-chair of San Diegans for Justice, a committee supporting police reform. As co-chair of San Diegans for Justice, Andrea was the principle author of the proposed charter amendment to create the community-led Commission on Police Practices.
